Anyone have an idea when Cpanel will have version 4 of Typo3 available? I'm not sure I want to start a new site with 3.8 and then change to a very changed version 4.

I don't think anyone has the answer to this question, besides for Fantastico's developers. You can check the current versions of all scripts in the autoinstaller here:

Of course, you can install version 4 of the CMS manually, or have us do it for you -- just open a support ticket with the request.
