tiki-wiki registered users

I put up a new tiki-wiki site today. I put one registered user in the system. There have been no permissions set yet. I did all that from admin. When I log in as the user, the user has the admin menu with full admin priv. That doesn't seem right to me. Can anybody help me understand this? How do I keep registered users from having admin priv?

Can you tell me how to add users? The twiki wiki docs say to click on the admin link inthe menu when I'm at my twiki site but I dont see it?
Then your problem will be mine and I can help figure it out.
