MySql change system variable

I need to change the MySql variable lower_case_table_names variable from 0 to 1 on my siteground installation.
I'm guessing I add a my.cnf file into my /etc directory. And then stop/restart MySql .. Is this correct, and if so how do I stop/restart MySql.

Dear Alan,

I am afraid that on our shared hosting servers customizations with the MySQL configuration are not allowed, as we are running a special and optimized my.cnf file, which does not allow any changes currently.
