While the ability for a reseller to suspend an account is simple - how does a reseller delete an account that still has a future expiration date and possibly replace the account with a new one?

Once a SiteGround reseller activates an account it can be used for the 12 months after the activation date. The reseller can suspend and re-activate any of his/her accounts for free for unlimited times during these 12 months, but while an account is in a Suspended mode its live time is still running.

If a reseller decided that he wants to change the website (customer) that uses one of his/her accounts this can be done. SiteGround technical support team may pre-configure the account, so that it can be used with a new website. There might be an extra charge for the pre-configuration.

However, after the change of hosted website the hosting account would still have the same expiration date as before. 12 months can be added to it at any time by the reseller with the help of the unused Reseller's credits.
