The cPanel help file states it will generate code for a Java or HTML chat to install on your webpage.
Is this available for the SiteGround cPanel?

Tech support says they do not support the chat which is a part of cPanel.
Even though the documentation of the site says it's available.

I can only assume you talk about phpMyChat? I could not find the specific ticket where our support told you that we do not support the cPanel chat application, but that is not exactly the case. We support that application. But it is full of bugs. We recently had a hacker attack through an older version of that application installed on a client's account. The attack was stopped without any consequences, but it is a good reason why our support might not have been very eager to recommend it to clients. If you wish you may pm me with your domain or the support ticket # where you got the response, so that I can investigate the case in details.

I'm not sure if it's phpMyChat.
The quote was from the cPanel help page here on the site.
I'm only complaining that when I do RTFM, it's wrong.

The cPanel is a third-party software and its documentation does not always give you the easiest approach to enabling a specific feature/script. I saw the text to which you refer and it's indeed confusing. Unfortunately, we cannot do anything to change the cpanel documentation and make it more detailed and clear, but we can give you better guidelines how to enable your chat. We support several chat applications. You may visit this page to see what's available:

You need to install the chat script on your account. In phpMyChat case, you can do the installation through the cPanel. In any case, you may post a ticket and have our support install the application for you.

for your diligence and research into my issue.
I appreciate your information, it was exactly what I needed, rather than what I had originally asked.
The link is what I needed.
Thank you for showing me why I should keep my small site here at siteground.
