Which has better uptime guarantee a dedicated server or a (VPS) virtual private server ?
Due to the (semi) shared nature of the VPS platform, the Dedicated Server has a better overall uptime.

What are the guarenteed uptimes on each? Or, if there is no guarentee, an average?

There is only network uptime guarantee. We cannot provide any guarantees for the hardware parts however, such as HDD drives, Motherboards and power supply units, since such issues are not predictable.
On average, the uptime of our dedicated hosting solutions is above 99%, but then again, certain hardware failures are bound to happen sooner or later, depending on how long the service has been used and the average load on the system (especially affecting hard drives).
Our system administrators are trained to spot such problems before they usually affect the hosted websites and in most cases the server is replaced successfully without any data loss in case of a hardware issue and no more than a couple of hours total downtime, including any DNS redirects that might take place.

Though VPS hosting is based on dedicated hosting features, yet it is not as good as dedicated. For small and medium sized businesses, it is good. But if you need control and better uptime, dedicated hosting is the best.
