It is best to promote to both!!! It's a good idea to add diversity to your back links. This looks good in the eyes of Google and will help you rank better. If you need web hosting and a easy blogger builder look into<a href="http://gvowebhostingtools.com/">GVO</a>.

Forums it the best over directory. Directory take time to approve but forums cache and index instantly.

I do think forums are better than directories as well! I have never been able to index a directory easily and sometimes not at all.

These will definitely help. As well as Google Webmaster Tools. Forums, Directories, Social Sites.. there's no "which is better" or "which one should I use" it SHOULD be, "How can I use these all together to do even better"

You should absolutely do both. In addition, you should also consider social bookmarking and article submissions. You should do as many SEO methods as possible in order to ensure success.

I agree with directories and forums, but I would also throw in article submission sites.

So many things one could do.
To dominate try all of these:
Link Building and Link Wheels
Social Publishing Sites
RSS Syndication
Angela's Profile Backlinks
Social Bookmarking
Press Releases
.Edu and .Gov Backlinks
I just posted these in another thread. I think they are all good to do to dominate for your keywords.

To improve your site ranking first go with Keyword Research and based on that you can easily do the SEO activities and get improvement in Keyword Rankings and SERP's Positioning.
Keyword Research Tools:
Google AdWords or Google Search-Based Keyword Tool
Google Suggest (Google Instant)
Related Searches (Diaplayed at the bottom of the results)
Google Wonder Wheel (Related Keyword Group)
Google Trends (Insight Search)
Google Sets (Keyword Sets)
Through these tools select the best Keyword sets. Though you will find high competition on those keywords, proper and quality SEO work will help you to be on top.
So make the best use of these keywords On-site (Tilte Meta tag, description, content, page name or url address, H1, h2 and other tags)
And during SEO submission target to make the maximum use and take the benefit of keywords through Anchor Text Linking.

Forum posting is easy and beneficial. I never go in directories, so I cant opine on it. But blog commenting is also one of the best SEO tools. You can also work in article submission, if you are experienced. After all my opinion is if you can find enough no. of relevant forum sites where you can get links to your site you can get an instant result.
