Yea I don't know what the deal is with people thinking that a data center for hosting means anything if it is offshore or not. Unless you think its gonna get bombed or something overseas, any dedicated host is good or bad based on their service they offer. Just shop around for good prices and quality service.

Offshore dedicated servers are prefered by many users who host content which may be suseptable to DMCA requests (for instance, users who run a blog who may post screenshots of leaked beta releases of games) as many countries outside of the USA / EU are far more lax in regards to these takedown notices.

You'll also probably find that SOPA and PIPA only help to speed along the change of people from USA / EU based hosting to offshore servers.
