cannot connect to MySQL 4.1+ using old authentication

As the title suggests, I'm getting an error when I'm trying to remotely connect to the SQL database on one of my reseller sites. Here is the full error:

I'm running a standard WAMP install with php 5.3.0 and mysql 5.0.45. I can connect to localhost fine. I've tried creating a new user to connect to the DB, and I have added my IP to the remote SQL list.

edit: I realize that downgrading PHP on my server would probably solve the issue, but I'd rather find out why its not working on siteground's server.
