Am thinking of hosting my SMF forum here on siteground, but i dont have enough fund for semi-dedicated host now.
Is it possible to use the shared hosting and later transfer all my file without a single alteration to the SD when i have enough funds for it?

thats a big legal risk for anyone who took that on.. because of some question of legality was raised it wouldn't be against you but against the site owner.

It is perfect possible (and legal) to begin with a shared hosting account and then upgrade to a more powerful solution such as semi-dedicated hosting. In fact, that's what most people do - they use the shared hosting for the start and when their business is successful they upgrade.
