Siteground installed old MySQL versions, slightly old MyPHP, self-upgrading possible?
With my free mediaiwki installation siteground installed MyPHP (a little out of date version) and MySQL a whole version behind (this version also has no way for a mysql user to change their default password).
Is it possible that I can manually upgrade them myself? Now I don't have comandline access.
I have only 7 support tickets a year so I don't want to waste them so I am asking on the forums.

Not possible
PHP, Apache, MySQL and all other service daemons are installed machine-wide, and work for all accounts on the server. It is not possible to upgrade/downgrade any of them for a single account.
Also, there are issues with cPanel compatibility -- until cPanel has full and reliable support for the latest versions of these pieces of software we will not be able to deploy them on our servers.
