PhPBB is the best one imho.

I recently tried to install phpBB because it is free. However, the SEO there seems to be quite bad. They have a special mod called php-seo or something like that, but I was not able to install it.
It comes preinstalled as well. I tried installing that but it simply didn't work.
I'm thinking of just buying another VB license now since it has great SEO in it.
