I don't know what type of forum software you are using but I'm assuming PHPBB since it's free and popular. It almost certainly sounds like a forum user permission problem. Refer to this article on how to set the forum permissions in PHPBB.

If you are not using PHPBB then it will likely still be forum user permissions but the settings will be located in a different place.

I checked your forum and noticed that you are using a custom application. Most of the free forum solutions (phpBB, SMF, MyBB) can be configured, so that different groups of users can see only a list of predefined posts/topics. I am afraid that creating such a functionality is time consuming task which also requires development knowledge. That is why we cannot provide step-by-step instructions in a singe forum thread.

I advise you to install one of the free forum applications and check their PHP code, so that you can create a similar system. Alternatively, you can use one of the applications or contact a professional programmer who will be able to assist you.
