Not Sure Where To Post This
I currently have a local parenting site and have been asked to work on one that is more global.
For the local parenting site I am using Mambo with SMF and lots of modules, recipes and other items.
I would want similar, but perhaps something more powerful yet easy to use. I want to be able to have educational areas as well as the forums and use things like address books, recipe programs.
I was looking through the Fantastico installs and know very little about what is on this list with the exception of Joomla and Mambo.

If anyone has had persona experience with the other portals / programs, could you let me know your thoughts and do you think of them? What would you recommend?

I would recommend you to try Joomla. It is free, very easy to install and use, has a large dedicated community and many many additional components, modules, add-ons, templates, etc.
Our Joomla experts have prepared a tutorial through which you can create a simple website in 15 minutes. You can check the tutorial here.
You can request a free Joomla installation by posting a ticket in the Script Installation category 
The other applications are also worth trying. However, all depends on which application suits your needs best and which application you feel most comfortable working with.
