phpBB is the best among the free one, for paid vBulletin is better than others.
My choice phpBB.

MyBB is my favorite forum software to use. I was able to request an installation of it and it was done quickly. There are plenty of mods for it as well at the MyBB community forum and website. I was considering trying VB, but it just costs more than I really want to spend.

WBB is far superior. Better security, professional design, easy to use. Easy install, easy setup. No need to learn how to code and where to insert certain code segments when installing an addon/plugin/mod and uploading new files and folders to make the new feature work. The WCF (Woltlab Community Framework) does all the coding changes and updates. If a plugin/mod/addon doesn't work, the WCF will prompt you to click a button to revert changes. No more frustration over a missing piece of code.
WBB also (so far) is the only forum software to include the Master Control Password, which prevents unauthorized users to install new mods/addons/plugins on your forum.

If you want the free version, use WBB Lite 2
If you want the paid version, buy a WBB 3.x license.
If you use the free version, and want to upgrade to the paid version, all you have to do is pay for a license, then update your forum (through automatic updates or manual compressed file upload for those who can't use automatic updates due to hosting account restrictions, such as 'shared hosting' classed accounts).
All forum installations and upgrades regarding code changes is taken care of by the WCF. No coding knowledge required. No multiple file uploads. All upgrades and addons/plugins/mods are compressed files handled by the WCF. If the update or install fails (get an error message), you don't have to remove code. The WCF will give you a button to revert the recent install/update.
I wouldn't want any other forum software. Especially phpBB because it's the most vulnerable software out there even at 3.x. No matter what phpBB does, it will always fail in security.

I like SMF the most 
However I guess it all depends on what type of forum you want. Either way SMF has tons of modifications that make it very easy to customize, the only problem is that is won't let me upgrade to version 2.0. . .

SMF works good for the time being, you just need to tweek it a bit. Get rid of your dofollow stuff and use a few mods.

Personally I've always preferred vBulletin an IP.Board to basically any others out there. Yes, they're a bit expensive to some, but they provide excellent support, their support boards are great communities to get assistance and you can find tons of plugins, hooks, addons, skins etc etc both commercial and free.
My system atm if IPB because I don't like the newest updates to vB, but IP.B has great features, basically anything you need. And it's open source so you can make your own customizations .

As others have stated phpbb is the best for free providers, and vbulletin for a paid solution (and best overall). Phpbb has sort of made quite a comeback in recent years with their new anti-spam registration methods (such as allowing Q&A captcha, which one wonders why it took so long).
But as for me personally I'll choose vbulletin.

Yes we have a MySQL connections limit but it is so high that you should never reach it. Usually, such issues occur if you have an old chat extension added to your forum.

To bump and old thread, I've always been a big fan of VBulletin, and to be honest VB5 looks pretty darn good. That being said, I'm starting to hear rave reviews about Xenforo, which is made by the people who initially started VB
