hello!

i'd like to set up website to do these specifics for my kids' school PTA:
- create multiple to do lists
- track completion (by whom, commit date, by whom, etc.)
- send emails to members
- communication forum for members

can someone advise me which CMS that can do all of the above (w/o recoding it)?
