can not see admin menu to addusers in tikiwiki

Reading the docs on the http://doc.tikiwiki.org/tiki-index.p...adding%20users
it says "to access administration, go to Home Page and, on the Menu, click on "Admin (click!)" but I do not see that when I login as admin; I can edit the page but how do I create new users and limit their priviliges?

If you don't see it you are not logged in as admin.... Somehow I lost my login credentials and it wasn't apparent to me....
